CSET (Community Services and Employment Training) is a key partner in supporting individuals at the Navigation Center, helping them recover and succeed as active members of society.
In 2023, CCSH committed $1.5M to the development of Visalia’s Navigation Center, a property designed to help the homeless and veterans get off the street and find permanent housing. We continue to offer $500K in support of ongoing operational costs, with a full intention to partner with others in caring for these seniors. We’ve placed our first resident and are in the process of developing up to another 100 units. CCSH has provided these funds towards operations and had an opportunity to offer over $25K towards Visalia’s Meals on Wheels program, a wonderful service being provided to our seniors.
Housing Authority of Tulare County – HATC
Myrtle Senior Apartments
Myrtle Senior Apartments have been developed by The Housing Authority of Tulare County and are overseen by Central California Senior Housing. This property combines affordability, comfort, and community connection for older adults seeking a dependable place to live. This centrally located property offers senior‑friendly apartment layouts, secure surroundings, and shared spaces that support everyday living.

Self-Help Enterprises
Crescent Meadows Senior Housing is a development of Self-Help Enterprises and Central California Senior Housing. This upcoming community is designed to expand affordable housing options for income‑qualified older adults in Visalia. This new development will offer thoughtfully planned apartment homes, accessible features, and inviting common areas that support comfort and ease of living.
Crescent Meadows will reflect Self Help Enterprises and Central California Senior Housing’s commitment to providing safe, well‑maintained, and inclusive environments where older adults can enjoy the benefits of community and the dignity of independent living. As development progresses, more information about availability, eligibility, and leasing timelines will be shared.
